Minutes – Extraordinary Planning Meeting – August 2022

Minutes of the Extraordinary meeting of South Petherwin Parish Council held on Wednesday 24th August 2022, at 7pm, in South Petherwin Village Hall.

Present: Cllr P Parsons (Chairman), Cllr A Barham (Vice Chair), Cllr S Rogers, Cllr J Barlow, Cllr A Finnimore and Cllr R Kneebone

In Attendance: Linda Coles, Parish Clerk

There were two members of the public present.

Item 1 Chairman’s welcome.

Cllr Parsons welcomed all to the meeting.

Item 2 Apologies.

Apologies were received and accepted from Cllr A Parsons (Cornwall Council), Cllr A Jasper, Cllr J Butler and Cllr M Screech

Item 3 Declarations of Interest.

a) Agenda Items. Item 7. Planning.Cllr Barham declared an interest in PA22/07030. Cllr Finnimore declared an interest in PA22/06673. Cllr Kneebone declared an interest in PA22/06415.

b) Gifts. None declared.

Item 4 Consideration of written requests for dispensation.

None received.

Item 5 Public Participation.

A member of the public spoke about PA22/06673, his planning application. The business is expanding and there is a need to develop the ½ acre to the rear for storage. This is a family business that provides employment opportunities for the local area. The development will not be visible from the road.

Item 6 Response to Public Participation.

Not applicable.

Item 7 Planning.

a) Planning applications received before the agenda was finalised:

PA22/06673, Rundle and Co Agri Farm Machinery Dealership, Kennards House, Launceston, PL15 7EZ. Cllr Finnimore left the meeting, having declared an interest in this item. Extension of yard and parking for existing agricultural machinery dealership premises. Cllr Kneebone said that the Council needs to support employers in the local area and this business is good for the farming community. It was RESOLVED to support this application, proposed by Cllr Kneebone, seconded by Cllr Barham with all in favour. Cllr Finnimore returned to the meeting.

PA22/07030, Pentreve, B3254 between Slate Quarry Hill and Tiny Meadows, South Petherwin, Launceston, PL15 7JA.  Cllr Barham left the meeting, having declared an interest in this item. Non-material amendment in relation to decision notice PA21/07222 dated 07/09/21 – for general reduction in scale of ground floor extension to existing dwelling. Following discussion it was RESOLVED to support this application, proposed by Cllr Rogers, seconded by Cllr Barlow with all in favour. Cllr Barham returned to the meeting.

PA22/006415, Plot 12 Pennygillam Way, Pennygillam Industrial Estate, Launceston. Erection of proposed new industrial unit. Cllr Kneebone left the meeting, having declared an interest in this item. Following discussion, it was RESOLVED to support this application, proposed by Cllr Finnimore, seconded by Cllr Rogers, three votes for and one abstention. Cllr Kneebone returned to the meeting.

b) Planning applications received after the agenda was published: None.

c) Planning decisions notified by Cornwall Council:

PA22/06100, Land Adj to Rycroft, Tregaller Lane, South Petherwin, Launceston. Outline planning permission with some matters reserved for – Erection of up to three dwellings. – Approved.

d) Other Planning Matters. None

Item 8 Minutes of the meeting held on Wednesday 13th July2022

It was RESOLVED that the Minutes for the meeting held on Wednesday 13th July be approved as a true record of that meeting. Proposed by Cllr Barlow, seconded by Cllr Barham with all in favour who had been present at the meetings.

Item 9 Finance

a) Payments. It was RESOLVED to make the following payments, proposed by Cllr Barlow, seconded by Cllr Barham with all in favour:

  • Online – L Coles, Clerk’s salary etc. for July
  • Online – HMRC, PAYE for Clerk, July
  • Online – A Peerless, June toilet cleaning, plus materials – £56.00
  • Online – South Petherwin Village Hall, hire of hall for July meeting  – £12.00
  • Online – Parish Magazine Printing, Jubilee Leaflet – £64.96
  • Online – Source for Business, water bill for toilets – £42.40
  • Online – Community Heartbeat Trust, defibrillator monitoring – £151.20

Receipts: None

b) Bank Reconciliations. It was RESOLVED that the bank reconciliations for July are correct, proposed by Cllr Barham, seconded by Cllr Finnimore with all in favour. As at the 31st July 2022 the bank balances total £34,714.15.

The next meeting of the Parish Council will be held on Wednesday 14th September 2022 at 7pm in South Petherwin Village Hall.

There being no further business to transact the Chairman closed the meeting at 19.12hrs.
